Template open in psp and resize if you need to. Delete the credits.

Select the rectangle layer selections float, defloat choose a paper of choice invert and delete access off. Selections none.

Do the same with the Rounded rectangle remembering to delete the orignal layer.

Same thing with rounded rectangle 2

Shape add a new raster layer flood fill color of choice from tube. 

On the rest of the circles pick a few different colors from your tube and fill them in.

Now take your tube of choice i am using one that looks like she is kneeling down place her in the middle and give a drop shadow of choice.
